teenagers leaving their home

Is a teenager at the age of 17 allowed to move out of her home without getting in trouble legally and have to move back? And can that teenager move out of state?

A 17 year old is a minor, therefore still legally under the control of her parents. Without her parents' consent, she's subject to being picked up by the police and returned home.
