What is the criteria for teminating a mothers parental rights in the state of Maryland?

If you are talking about doing so against the mother's wishes, this is extremely difficult. You would have to show that the presence of the mother in the child's life is dangerous to the child's welfare. If you are simply talking about a change of custody, the burden is somewhat less.
