What decisions can a partner/significant other make in regards to medical care in the state of Maryland?

In order to convey authority to a partner to make medical or financial decisions, you must execute powers of attorney drafted in conformity with MD law. There are 2 distinct documents, one for health care decisions and one for financial decisions. I have prepared these on many occasions and would be happy to assist you if you wish.
