vacated court order

1)If a court vacates a previous judgement does that mean that the previous ruling does not exist?

2)Does the court require a lawer to file a motion to that affect in order for the vacate judgement to be inforced?

1. Yes.

2. No, the court doesn't require that such an action be done by a lawyer, but lawyers are usually the ones which prepare and file such motions since laypersons generally would not be competent to undertake such a task.
