Visitation Rights

If, during the course of a seperation one parent has taken the children out of state for an extensive period of time, what rights does the other parent have? Where do they begin to have the right to see their children?

Depends if there is a written agreement or court order being violated. I assume not. Without either of those documents, parents have joint custody and a court will assess the length of deprivation of contact with a parent using the standard of best interests of the child.
