if you take a withdrawal from your 401k for two years in a row and get penalized; would that withdrawl be considered actual income in calculating child support guidelines in Maryland?

Since child support is based upon before tax income, presumably the amount that you withdrew was already taken into account. The exception would be any component of the withdrawal that constitutes interest or dividends earned on the principal.
