If a woman had her baby in Canada, would she be able to impose any legality on the father (who lived and still lives in the US) if she moved back to the US?

Not sure I understand your question. If the question is whether a child born in Canada, who has an American father, can obtain US citizenship, the answer is "it depends." You need to hire an immigration and naturalization lawyer to assist you.

In Maryland, the obligation to support a child exists, irrespective of the child's nationality. If Maryland has jurisdiction, meaning that the child has resided in Maryland for a period of six months, then the MD court will have subject matter jurisdiction and personal jurisdiction over the child and therefore can enter an order concerning child support. If the father lives in another state, the you might want to do a UIFSA action, which is an interstate action for child support.
