apartment
i living in an apartment in maryland and the apartment company is charging me for heat, water, and electric but i donont control my own heat in my apartment. can they continue to control my heat and i have to pay for it?

This seems like an unusual situation--that you wouldn't have a thermostat or a blower switch for forced air heat. It's not unusual in large apartment complexes that the landlord controls when the hvac units are switched from heat mode to a/c mode seasonally.
There is no state law that prohibits the landlord from passing on utility charge as part of a lease. If you live in Baltimore or another large urban area, you might check with the local housing office to see if there are any municipal regs dealing with this issue.
