can my vehicle be levied due to a judgement, even if i sill owe on it

Yes, although the current lienholder would have to be paid off in order for the judgment creditor to get clear title. For that reason, it's probably unlikely that they will take this step, unless you have a lot of equity in the vehicle and it's in saleable condition.
