My brother owes me money

I loaned my brother $1200 that he was supposed to pay back the very next month with his tax return. He sent a check that bounced, and now says he doesn't have the money to repay me and he'll ''eventually'' contact me about a payment plan when he figures out his fixed expenses. Now he's avoiding me. I don't want to sue him, but I want a claim to his tax return for next year or any other lump sum of money he gets (he is trying to sue the school system). He lives in Maryland and I live in Florida. Can I get a judgement without taking him to small claims court? If I can't, how do I sue him from Florida if he is in Maryland?

You will have to sue in MD, unless you can demonstrate that the loan was made in FL (for example, he was in FL when you gave him the money). You can do this in small claims court. Presumably he won't contest it if he admits he owes you the money. Once you get a court judgment, you can file a wage garnishment if he works or a bank account attachment if he has an account.
