Civil Suit Default of Loan

How do I file a civil suit against a relative that lives in California when I live in Maryland?

I assume you want to file in MD if possible. To have jurisdiction here, you'd have to claim that the loan was made in MD, or that the relative has substantial business contacts in MD. If this was something done by email or telephone and no papers were signed, then your jurisdiction is most likely CA, and you'd have to go to the county where the relative lives to sue. You'll probably need to find a local attorney to help you.
