Legal Question in Civil Litigation in Maryland

Evidence

I just filed a civil complaint in district court(claims under 25,000)I need to get the court to award me authority to access relevant evidence via Correctional Facilty Inmate Records-financial etc. The Correctional Facility stated I needed Inmate Consent or A Court Order to gain access. What type of request do I present to the court, subpeona????????

What is my statute that allows me acess because I originally asked Court Order to Obtain Facility Records I was denied because I had not filed an initial complaint.

So I filed and specified that an amended $ amount would be entered after I gain acess to the additional information I needed from the facility records, I was denied Again reason stated this ''court lacks authority for this releif'' These records reflect A large amount of my claim. What do I do. I have just under 2 months before my Court Date.
