I have a friend who co-signed a vehicle in Maryland for her ex boyfriend! Since she co-signed and paid the vehicle loan off without the help of her ex boyfriend, is the vehicle hers and does she have full ownership?

Title determines the ownership. Co-signing a loan has little to do with ownership but rather shows who has financial responsibility for that loan. While it may not be prudent to borrow money for someone else, the law generally allows people to make unwise decisions if they choose. A co-signor may own part of the vehicle or none. Whomever is on the title owns the vehicle.
