Legal Question in Civil Litigation in Maryland
Long story short. . . I let a childhood friend use my car as long as he paid the monthly payment while while he used it. Since March I have been trying to find my car since he stopped making payments. I have fees piling up, tickets and a bill from the insurance company since it has been cancelled. I filed a police report in April. Since I have no way of contacting him, I don't know where he lives anymore, and I don't know where he works, I feel that this has become a criminal case and I want my car back. I don't understand why it's been filed by the police department as a civil case. I do know that his license has been suspended and he is hiding my car somewhere. What can I do? The stress is affecting my health and I can't handle the arguments with my family that this is causing. If you need to contact me by phone I can be reached at 410-786-6486 Monday thru Thursday until 4:30 p.m. or at home, 410-645-8584. Any advice you can give me is greatly apprecaited.

The first step is finding him--there isn't much you can do until then. The police consider it a civil case since you gave the car to the "friend". If you are able to locate him, you can sue him for return of the vehicle and the various expenses you've incurred. But this sounds like someone who may have lost his job and is piling up debt, so other than possibly getting your car back, getting your expenses back will be difficult.
