Legal Question in Civil Litigation in Maryland

My neighbor (a renter) has damaged my service entry line for my electricity while stealing electricity. The electric company wants it fixed as it is a hazard, however I wish to have the neighbor pay for it since I am not at fault. I'm trying to figure out if the tenant is responsible, or if it is the responsibility of the owner of the house.

It is not your responsibility to fix and if you have damages then you can claim them against the tenant /landowner of the adjacent property as part of your claim to restore electrical connection to your property. Call if you need assistance.
