Can a non-U.S. citizen change a name?
I am a legal permanent resident(green card). I would
like to know if I can get my name changed through the
Circiut Court of MD. I know that when you get naturalized you can change your name, but that is at
least 4 years away.

You're entitled to petition for a name change; you don't have to be a U.S. Citizen. You can't be doing it for a fraudulent or other illegal purpose, and you should probably check with INS to see if there are any reporting requirements with them.
