Yes. If the claim arose in MD, you can sue here. And, by the way, there is no reason to limit your claim to $2500. As long as you stay in District Court, the procedures are simple enough - not too much difference between procedures for small and large claims. Just don't go over $10,000 or the defendant can demand a jury and move the case to Circuit Court (your claim is not that much anyway). You may even find a lawyer to do it on a contingent fee: 2/3 or 60% of $7000 is more than the $2500 you could recover if you capped your claim at that amount.
