Can I sue someone if I've loaned them money and they didn't pay me back with in a year

It depends on what your loan agreement with them was. If the agreement was that they would pay you back within a year and they didn't, then they are in breach of the agreement and you can sue them. You probably realize now that you should have had a written agreement so there would be no dispute as to the terms of repayment.
