what is the law that covers falling gravel from a truck that causes auto damage

If the owner/operator of the tractor trailer fails to properly secure the load of gravel so that it's foreseeable that it's going to be a hazard to other vehicles on the road, he can be held responsible. There may be industry standards or state regulations that specify what must be done to properly secure the load.
