Unauthorized charge on credit card

I used my credit card one time to pay for charges on a rental car for my sister, she got parking tickets and since they couldn't use her card to get thier money they used mine w/o my knowledge or permission. The owner told me to come to the company and he would refund my money when i got the he wasnt there. So I took the matter to my bank he told them that he would refund my money and to give him a call but everytime i do he dont answer.The rental agreement wasn't signed by me and they have my sister's information, what is my next step?

Why don't you get your sister to reimburse you for the parking tickets? It's clearly her responsibility. The rental car contract may well say that if the renter accrues tickets they will be charged to the credit card--that would be the only means they would have to get their money back for the tickets.
