It is a violation of Maryland law to make repeated telephone calls to someone with the intent to annoy, abuse, torment, harass or embarrass another person. It is punishable by a fine up to $500 or even imprisonment up to 3 years. If the caller is leaving such messages on your voice mail, you have good evidence of it. If he or she is talking directly to you, tell them you're recording for the purpose of filing criminal charges and they'll probably hang up. To initiate a prosecution, go to a commissioner in a police station and swear out a compaint. It will be reviewed by the state's attorney for merit, and if such is found, they'll file formal charges.
