can a 25 year student can marry a 60 year old american woman who is divorced twice??????

As long as the 25 year old is not already married and is not marrying for the purpose of immigration, then yes, you can marry a 60 year old American woman who is twice divorced.

Yes, it can be done, but it will raise a big flag as to whether it a bona-fide marriage or not.
