As a U.S. Citizen, you can apply for your husband to obtain a green card. Since your husband accumulated over 1 year of unlawful presence while in the U.S. and then left, he is barred from reentering the country for 10 years. To overcome this bar, he would have to apply for his green card through the U.S. consulate in Morocco with a waiver for his unlawful presence. The waiver will have to demonstrate that a U.S. Citizen/LPR spouse or parent would suffer extreme hardship if he was not allowed to return to the U.S.

As far as the back taxes issue goes, as the petitioner for your husband, you would have to fill out an Affidavit of Support to demonstrate you have the financial ability to support your husband if necessary. You will have to submit tax returns for the last year and show you have filed taxes for the last three years.
