I assume you're asking about how foreclosure on a loan affects a pending or future application for naturalization/citizenship. It should not. Among other things, the naturalization process looks into the applicant's "good moral character." This generally relates to certain criminal activity. Assuming there's no criminal basis for the foreclosure (e.g., you can't make your loan payments because you're in jail), this should not cause a problem with a naturalization application.
