Legal Question in Immigration Law in Maryland

Deportation of Grandchild

I am a United States Citzen Born in Baltimore Maryland. I am married to a man from El Salvador whom is now a permanet resident. His grandaughter arrived illegally rom El Salvador last June and is now scheduled to leave under deportation by February 10, 2003. We have talked about this over the last few months but didn't know where to get the anserws. Can we file an adoption petition to stop the deportation of this child. Her mother has agreed to sign away her parental rights to the child to us. Can we stop the deportation until we can obtain the father's signature as well. There is no one to send this child back to as her mother has no idea where the father is at this time. The mother is here under a protective services. Please advise what we can do.
