What type of company can a H1b Holder open in USA?

I am looking at opening a consulting firm Plus etc... I know i cannot work actively. what other restrictions.

Can i open company in any state while living in any state. Which state is the best to open company.

I want to employ a citizen for part time instead of full time to look after business. Is this ok?

Hi,

Anyone in any status can open a company. However, you cannot be employed by this company without appropriate employment authorization.

The company can employ any U.S. citizen or LPR (lawful permanent resident) or other person with EAD (employment authorization document).
