Legal Question in Immigration Law in Maryland
V-visa
I filed an 1-130 petition on behalf of my wife and minor children on April 24,2001.I want to know if my wife qulifies for V vIsa ,If yes then do you think that she should apply in US consulate abroad for V visa on APril 24,2004 .A prompt reply will be highly apriciated.

Unless the I-130 has already been approved, she should be able to apply for V visa if you are a lawful permanent resident (your immigration status is not clear from your email).
Also, if she is currently in legal status in the States she may opt for adjusting her status o V from here instead of traveling abroad.
