my insurance co. says they are'nt going to pay book value for my totaled car

doesn't the insurance co. have to pay book value for a totaled car?

The insurance company is liable to the extent of the coverage that was purchased/paid for under the binder in effect at the time of the loss. And, even though there may be coverage, it is not an absolute certainty that payment will be paid in all instances since other factors may preclude such payment.

There are various forms of property coverage that may be legally written by an insurance company.
