Legal Question in Intellectual Property in Maryland

How is the behavior of the library in regards to ebook lending determined? Is there legislature, and if so, is it at the state or federal level? How would one go about changing these laws?

As a Franchise Attorney I don't know what you mean by "behavior." If you're referring to lending policies, these are determined by individual libraries. There is no library lending regulation at the state or federal levels; why in the world would we need (or want) this? If you want to change a particular law, write to your congressman or congresswoman. Consult with a good business or franchise attorney in your area for specific advice.
