Legal Question in Intellectual Property in Maryland

Car Liens

I bought a car from a private owner. The owner later mailed me the signed title and it has a lian on it. I have the car, keys, inspection information, and the signed title. I have tried to contact the owner with no success. I want to put register the car and change the title over to me. I do not know what to do. I am now stuck with a car that I can't drive or register.
