Is it possible to sue a foreign entity in a federal court for a violation committed in a foreign country, or must I go to to a local one?

It depends on whether the foreign entity has sufficient contacts with the U.S. jurisdiction where you want to sue, and whether, even if it does, the US forum is sufficiently inconvenient for the parties and witnesses that a foreign forum would be preferred.
