dress codes
if a company decides to make a dress code you were not hired
with mandatory do they have to provide the clothing or can
they force you to spend your money on the clothes.

They can't "force you," but they can require it. If you choose not to buy the clothes, you are free to resign and find other employment. But if there is no contract (such as a labor contract) that says the company will pay for clothes, the employer is free to require a dress code (as long as it is applied evenly and fairly). Thus, they can discharge you for refusing to comply with a legitimate policy. (And employers generally can change their policies - it does not matter that you were hired under different ones.)
If you cannot afford the clothes or have a legitimate objection (religious, for example), discuss it with HR or your supervisor. Perhaps a compromise can be reached. Be reasonable and diplomatic and have reasonable alternatives to suggest.
