Can an employer in Maryland require a non-compete clause in a contract for a person who is a contractor and not a full time employee?

Yes. This is probably done because you will obtain certain information you can use to obtain their clients/customers. You may consider having an attorney review it to determine if it is too broad or invalid before you sign it.
