Can I be compelled to work more than 40 hours without overtime compensation?

Naturally, you can not be compelled to do anything. You always have the option of quitting. However, if you are a salaried employee, then the employer can ask you to work as much as is necessary to get the job done.
If you are an hourly employee entitled to overtime comp. (there are complicated rules as to who is actually enmtitled to OT by law), then they must pay you for your overtime.
They also must pay if you are entitled to OT by contract, such as a labor contract with a union, or a personal contract with you.

An employer cannot compell you to work overtime without compensation for certain classes of labor. Some positions are exempt from paying overtime. This has been of debate over the recent attempt by the Bush administration to exepmpt more categories of workers while saying that the policy benefits poorer workers.
