If you have a clause in the leases saying "no pets" and someone comes
to visit the tenant and has one or two pets is that a violation of their
lease in the State of Maryland?

Probably yes. The law does not dictate language for pet clauses so the answer as to whether conduct violates a particular lease really depends on the lease itself. That being so, generally no pets means no pets, whether or not the pets "reside" at the premises permanently or are just visiting.
