How do I notify a tenant that I will NOT be renewing her lease. I am moving into the property myself to save money

You will need to check the specific language of your lease. Any well-written lease should describe whether renewal is automatic or not and identify what the parties need to do to communicate non-renewal (how many days advance notice needs to be given, etc.).
In Maryland, you can call the non-profit organization Baltimore Neighborhoods Inc to get answers to general landlord/tenant questions along with some literature.
