can i pay my rent into the court if a repair matter hasn't been resolves

Depending on the repairs, you can, but you generally have to go to court first.
If the repairs relate to a tenant's health and safety, you can file a "rent escrow" complaint with the court, which can then order that rent be paid into escrow.
