Rental Property

I have a tenant who refuse to pay her water bill. She has not paid the water bill since July of 2007. Can I take her to civil court? What are my options? Our Rental Agreement states the tenant will be responsibile for all utilities.

Yes, you can take her to district court for breach of lease. You have the option of suing to repossess the premises or seeking a judgment for the past due amount.
