i'm a tenant in baltimore city. how much notice must be given to me before the landlord "inspects"?

However much your lease says. Typically it is 24 hours, unless it's an emergency situation (a pipe burst, water leak, fire, break-in, etc). Sometimes leases say the landlord must give the tenant "reasonable" notice -- what's reasonable to the landlord may not be reasonable to you. I would recommend trying to play nice with the landlord -- it's the landlord's property, the landlord has the right to inspect it, and you can probably be evicted (it's likely a default under your lease to block access to the apartment) for failure to let him.
