Lawyer refuses to accept certified mail

I am representing myself in an adminsitrative hearing. The opposing side has an attorney. In conducting pre-hearing discovery, I sent the attorney my request via certified mail, and the attorney refused to claim the letter.

I have been trying to find out if this violates the rules of practice in the state of Maryland.

Service of process is upon the party. This being said service is acceptable upon an attorney of record. Ensure that the attorney is of record.

Maryland's service of process rule is anything calculated to make actual notice. This is the standard to adjudge whether you properly attempted service.
