Legal Question in Legal Ethics in Maryland
Will my landlord / slumlord, who is also a wealthy attorney, most likely get away with using his clout to intimidate and victimize me because it's almost impossible to find an attorney that will fight another attorney - so he's sort of above the law?

To understand what legal relief may be available it would be more helpful to detail the actions of the landlord rather than the landlord's financial / professional status. Unfortunately some measure of intimidation may not rise to the level of illegality but the law does proscribe protections for tenants and tenants are protected from things like unlawful evictions.
Illegal conduct should not be sanctioned regardless of the actor. The post does not describe what types of actions cause the tenant concern. You may wish to contact an organization like Baltimore Neighborhoods Inc, a non-profit who has for several years operated a free hotline on landlord/tenant matters in Maryland and who can help direct to appropriate resources throughout the state.
All attorneys in this state are subject to the Attorney Grievance Commission and if an attorney is indeed breaking the law the mission of the AG Commission is to investigate such matters.
