What is the maryland state cap for psychological damages or if there is one at all?

There is no "cap" on psychological damages in Maryland. There is a law limiting noneconomic damages, which would include damages for pain and emotional anguish--perhaps what you were referring to. The cap was set at $500000 if the claim arose after 10/1/94, and an additional $15000 each year thereafter.
