Legal Question in Personal Injury in Maryland

What is the police liability?

The police shot an armed robbery suspect on my property. During the gun battle the suspect shot multiple times hitting my wife and home. The suspect was hiding in an out building at the rear of our property when the police shot him he lived for 45 min. while the police staged the area for his capture. They rammed our fence and used tear gas to force the suspect out. My question is what are the police liable for? Are they responsible for any property damage? Are they responsible for securing my home prior to looking for the suspect? I am told the municipality has no responsibility to make us whole in relation to property however they will fix our property if I sign a release of liability from any and all claims relating to the motor vehicle accident.

The police may be liable if they violated regulations or used unreasonable methods during their pursuit of the suspect. This would be hard to establish given the exigency of the situation. Since they are willing to pay for the repairs to your property, I don't know what else you would expect them to do.
