Can I proceed PRO SE in Circuit Court for Montgomery County, MD?
Can a Circuit Court judge award legal fees to a party that wins the case in a property damage tort case between neighbors?

Any natural person (i.e. not a corporate entity) can appear pro se (i.e. without a lawyer). If you do not have a lawyer, you cannot be awarded attorneys fees. If you do have a lawyer, or you incurred attorneys fees prior to being pro se, you may only collect them if there is a contract provision, or a specific statutory provisions providing for the payment of fees. otherwise, the default rule is that everyone pays their own attorneys' fees.
