A&B (not married ) both on deed, B wants off the deed and leave everything to A (no cost/ no buy out) does A now have to pay a transfer tax

If they are in no way related to one another and don't qualify as domestic partners, then there will be transfer and recordation taxes. The recorder's office will use the property tax assessment to determine the amount (50%).
