This forum is a place for getting general legal information, not so much for seeking legal advice on a particular situation. It is not clear what "ruled in favor of landlord" means and whether the Landlord was granted possession / eviction or whether you describe a rent escrow or other dispute about the condition of the property. If you need legal advice you are encouraged to contact an attorney of your choosing as soon as possible.

You may also wish to contact the non-profit Baltimore Neighborhoods Inc. which offers a free hotline with answers to common landlord/tenant issues. http://www.bni-maryland.org/

While not legal advice, I hope this answer helps point in the direction of resources that might offer some assistance.
