how would i go about buying a property where the owners are deceased and there is no will or estate or any foreclosures on property due to it being paid off

Hire a Maryland real estate attorney to assist you. The first step will be conducting a title search of the property -- this will tell you who owns it. You may have to track down all the heirs if they own it and have them collectively agree to sell you the property. This may or may not be an easy task.
