i let my friend watch my dog for a couple months and he was well aware i was taking him back. Now hes ignopring my phone calls and not answering when i go to his house. What legal rights do i have?

You can file a lawsuit known as a replevin action in the District Court of Md in the county where your friend lives, or if he's not in MD, in the comparable court in his county. The purpose of this suit is to recover property.
