You could access this on line from the state govt website (google it), or you could go to the courthouse in Upper Marlboro and use the law library. You will learn a lot about the legal requirements and how to set up an association. You should form a committee who will be responsible for creating the covenants and other legal documents you will need. You should then hire an experienced real estate attorney who works in this area to draw up the necessary documents. Perhaps you can fund raise among the prospective members to finance your initital expenses.
