If a neighbor is creating "public nuisance" situations within the neighborhood, what could we do as neighbors to get them removed out of our neighborhood?

Your question was extremely vague and lacking in information sufficient to give you a meaningful answer. Are your neighbors owners of the property or renters? If they're renters, you could of course complain to the landlord. What type of nuisance is it? Noise, unsightly yard, garbage, health hazard? Have you tried contacting the appropriate government agencies that deal with the specific problem? As for legal action, you can sue for nuisance but the court will not throw the people out; more likely you will get an order requiring them to abate the nuisance. If they disobey, you may be entitled to damages if you can prove them, or if you incur costs dealing with the problem yourself.
